What it measures
Share of people with an income below 60% of their country's median income (EU-SILC survey). Version published by Eurostat on 14 September 2017, retrieved from a copy kept by the Internet Archive.
Methodology
Share of people with an equivalised disposable income below 60% of the national median, after social transfers (EU-SILC survey). It is a relative measure: the threshold differs by country and year. Income generally refers to the year before the survey. It differs from the absolute poverty measured by ISTAT.

Crises
Conventional whole-year periods chosen by the editors; each period's source documents the event. They apply to every EU country. They show temporal coincidences, not causes.

- Sovereign debt crisis1 Jan 2011 – 31 Dec 2012

Governments
Each government covers the period from its swearing-in to the end date given by governo.it. An annual figure is not attributed to a single government: the bands show who was in office during the period, as a temporal coincidence. For public spending, the budget law for year N is passed by the government in office in year N−1.
