What it measures

Prisoners per 100 places of official capacity, computed from the values published by Eurostat. Version published by Eurostat on 10 January 2019, retrieved from a copy kept by the Internet Archive.

Methodology

Prisoners per 100 places of official capacity, computed by Data Super Partes dividing the two values Eurostat publishes for the same year. Above 100 there are more prisoners than places. Official capacity is declared by each prison administration with national criteria, which differ by country, and does not account for unusable places.
